What do Beta and Updating mean in the Publisher app, and are payouts open yet?

Beta means a feature is new. It works, and we would like to hear what you think of it. The Publisher app shows a Beta notice on its start page.

Updating means a part is still being finished and is not open yet. You see it beside the tools that are not live, and, while earnings and payouts are being finished, beside the balances on your dashboard and on your earnings and payout pages, with a line saying so. The label goes away on its own when those parts open.

While Updating shows beside payouts, no payout is made yet. This answer states no payout amount or date; when payouts open, the rules in the other payout answers apply and the payout page shows your options.
