Can I target by price range or buyer behavior?

No. Campaigns are targeted by keywords for the location, property type and listing type a page is about. Price ranges and browsing behaviour such as saved or repeated searches are not targeting options.

To reach buyers at a price point, say it in the ad and link to a page for that segment.
